Emmanuel Otala

Emmanuel Otiam Otala is a Ugandan physician and politician. He served as the State Minister for Labor in the Ugandan Cabinet, from February 2009 until May 2011. Prior to that he served as the State Minister of Health for Primary Care, from June 2006 until February 2009. In the cabinet reshuffle of 27 May 2011, he was dropped from the cabinet and was replaced by Mwesigwa Rukutana. He also served as the elected Member of Parliament (MP) for "West Budama South" Constituency, Tororo District, from 2006 until 2011. During the 2011 national elections, he lost to Jacob Marksons Oboth, an Independent politician, who is now the incumbent Member of Parliament.
==Background and education==
Dr. Otala was born on 24 October 1968, in Iyolwa Village, in Tororo District. His late father was Donosio Otala. He attended Makerere University Medical School where he graduated with the Bachelor of Medicine and Bachelor of Surgery (MBChB) degree. He is currently pursuing a masters degree in public health, from Makerere University School of Public Health.
